Jonathan Fisher, 26, of 240 Williams St. was charged with possession of heroin, possession of heroin with intent to sell, possession of heroin with intent to sell within 1,500 feet of a school, reckless driving and three counts of risk of injury to a minor.Police Capt. William D. Dittman said the arrest was part of a crackdown on drugs, prostitution and weapons in the city. At about 4:15 p.m., members of New London vice unit, the statewide narcotics task force and the police patrol division attempted to stop a suspect on Williams Street. Officers had information that the suspect was a large-scale heroin dealer in the city, Dittman said.Dittman said Fisher initially attempted to flee the scene, but was stopped by traffic congestion on Williams Street in the vicinity of Mohegan Avenue.Police said they found him in possession of the heroin and $400 in cash. Three juveniles, possibly relatives, ages 8, 11 and 15, were in the vehicle at the time of the arrest, police said. Police seized the vehicle.Fisher was held on a $250,000 bond and is scheduled to be arraigned in New London Superior Court today.
