Jose Figueroa, 36, of 123 Mather Ave., was the main distributor of heroin to the street level dealers throughout the residential housing complex.
Detectives, patrol and narcotics officers raided Figueroa's apartment Thursday evening at about 6:30 p.m. They came away with 60 grams of the heroin, including 12 bundles, which each contained 10 baggies packaged for street sales.
Also there were two small bags of the narcotic that were crushed into powdered form, the consistency and complexion of brown sugar.
Two other bags contained chunks of heroin in its dark brown brick form, which detectives said had yet to be “stepped on,” or diluted with, in this case, milk sugar, a quantity of which was also seized, along with a sieve, a toothbrush and a pestle used to grind the dope, converting it from brick to powder.
Two small plastic spoons used to shuttle one-tenth-gram quantities into tiny, yellow, zip-lock bags were confiscated as evidence of the operation of a drug factory, police said.
“This was the culmination of a lengthy investigation,” Turgeon said. “We believe he was the main supplier at this time.”
Figueroa was charged with possession of heroin, possession of more than one ounce of heroin with intent to sell, operating a drug factory and possession of drug paraphernalia.
